Human Resources Administrator

SALARY:  $29.54 - $46.96 Hourly
$61,447.36 - $97,677.22 Annually

Bachelor's degree in human resources, business administration, public administration or a related field, and four years of progressively responsible human resources, equal opportunity or risk management experience; or any equivalent combination of related training and experience. Must provide own means of transportation. Successful completion of a criminal history background investigation is required prior to employment. Municipal/local government experience, directly related specialized experience in employee relations, employment and recruitment,  and performance appraisals; and investigative/compliant personnel issues desirable.

 Position Summary:
This is highly responsible professional administrative work directing Human Resources activities for the Alachua County Library District.

An employee assigned to this classification is responsible for all activities, operations and functions of the administrative section which oversees the Human Resources, Equal Opportunity and Risk Management Services for the District, including the supervision of staff, establishment of procedures, recommendation of policies, and development of short and long range plans for this section of the Division. The employee may assist with District-wide planning.

Work is performed independently under the direction of a higher level supervisor and is reviewed through conferences, reports, performance reviews and observation of results obtained.

 Examples of Duties:
Provides guidance and direction to all employees in the areas of Human Resources, Equal Opportunity and Risk Management.
 
Assists department managers and supervisors in dealing with employee issues, including drafting and conducting performance reviews; counseling techniques and documentation: disciplinary actions; and the handling of Family Medical Leave Act (FMLA) and Workers' Compensation incidents.
 
Assists with union negotiations by conducting research, drafting bargaining proposal language and taking an active role at the bargaining table.
 
Supervises and Coordinates the work of the Volunteer Program Specialist. Provides direction on the recruitment, training and supervision of all Library District volunteers.

Supervises and coordinates the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.

Keeps abreast of new developments in Human Resources, Equal Opportunity and Risk Management, including those of a technological nature. Analyzes needs, recommends and implements appropriate measures for improving service; disseminates such information to Section, Administrative Services Division, and other library staff.

Ensures the Library District employees are aware of and trained on new laws and regulations in the Human Resources area and that existing policies and procedures are revised to reflect any new or revised laws and regulations.

Plans, organizes, coordinates and conducts in-service training on Human Resources issues.

Recommends policies to the Administrative Services Division Director; implements procedures for the Section and District-wide.

Coordinates District-wide projects and studies at the direction of the Administrative Services Division Director; develops, implements, analyzes and reports statistical measures of library service.

Assists Administration with compilation of the Long Range Accomplishments Report and other reports as assigned.

Works with managers to ensure employees are familiar with and in compliance with the District's policies and procedures, including those governing patron conduct.

Provides Board of Trustees and Governing Board with information as requested by the Administrative Services Division Director.

Attends conferences and participates in related professional organizations.

Performs related work as required.

Comprehensive knowledge of Human Resources, Equal Opportunity, and Risk Management policies district-wide.

Comprehensive knowledge of management and supervisory techniques and the ability to apply them to create effective and efficient service.

The ability to supervise and organize the work of subordinate staff, enforce disciplinary procedures, coach and counsel staff and effectively appraise employee's performance.

Thorough knowledge of the principles and practices of public administration.

Thorough knowledge of administrative techniques and procedures, particularly those pertaining to Human Resources Management, Equal Opportunity, and Risk Management.

Ability to remain current on all laws, regulations, trends and practices in the areas of Human Resources, Equal Opportunity, Risk Management and Volunteer services.

Ability to analyze administrative problems and make sound improvement recommendations.

Ability to effectively plan for and manage administrative records and controls; prepare periodic and special reports.

Ability to communicate effectively both verbally and in writing.

Ability to establish and maintain effective working relationships with library staff and the public.

Ability to maintain complex records, perform research and in-depth analyses, and prepare reports.

Ability to contribute to the overall growth and development of the Library District.

Ability to understand the reasoning and rationale behind Library policies and procedures.
