Salary: $26.66 - $42.71 Hourly
$55,458.62 - $88,841.38 Annually
Bachelor's degree in civil engineering, public works engineering, environmental engineering, environmental science, business administration, public administration, social science or related field and three years progressively responsible professional and administrative waste collection experience, including one year of supervisory experience; or any equivalent combination of related training and experience. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.

 Position Summary:
This is highly responsible and professional work in managing the solid waste curbside collection program for the Solid Waste and Resource Recovery Department.

An employee assigned to this classification is responsible for coordinating the collection of revenue through the Municipal Service Benefit Unit; meeting all legal deadlines and requirements, and negotiating annual rate increases, contracts and amendments, preparing and monitoring the annual budget for waste collection services, preparing reports, providing research and development for the program and working as part of the Resource Recovery team to maximize waste reduction and increase resource recovery.

Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports and observation of results obtained.

 Examples of Duties:
ESSENTIAL JOB FUNCTIONS
 
Serves as facilitator between the County's Solid Waste and Resource Recovery Department , County Administrator's Office, Constitutional officers, the City of Gainesville, other agencies, other counties, and the community to assure the most effective coordination of waste collection services.

Supervises solid waste inspectors for compliance with the curbside solid waste, recycling and yard trash contract and manages the Municipal Services Benefit Unit (MSBU) to provide mandatory curbside solid waste, recycling and yard trash collection in a portion of the unincorporated area of Alachua County.

Supervises and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.
Coordinates with the Property Appraiser, Tax Collector, Department of Codes Enforcement to ensure the assessment, billing and collection of the MSBU are correct.

Negotiates annual rate increases, contracts, agreements and amendments; conducts face to face negotiations; drafts relevant ordinances, resolutions, contracts and contract amendments in coordination with the County Attorney's Office.

Provides public education on waste collection matters; responds to citizen inquiries/complaints.

Acts as a liaison between citizen and hauler and/or County departments.

Meets all legal deadlines regarding the operation of MSBU and imposition of non-ad valorem assessments.

Monitors services provider contract; reviews service provider complaint log and performs on-site inspections.

Reviews district annually to determine need for changes in boundaries.

Studies impact of District on illegal dumping.

Ensures proper fiscal management of MSBU: develops annual budget, negotiates contract amount to cover contract, administrative costs and reserves.
 
Reviews literature and publications dealing with Waste Collection management to continually update knowledge; keeps abreast of federal and local legislation and regulations involving Waste Collection management.

KNOWLEDGE, SKILLS AND ABILITIES
 
Considerable knowledge of laws, rules, and regulations pertaining to mandatory solid waste, recycling and yard trash collection, non-ad valorem assessments and the tax roll.

Considerable knowledge of the principles and practices of local government administration.

Knowledge of waste collection management practices and alternatives.

Knowledge of negotiation process and procedures necessary to create, monitor and amend contracts.

Knowledge of current laws and procedures regarding non-ad valorem assessments.

Knowledge of the current laws and procedures used to assess property owners for mandatory solid waste collection.

Ability to effectively supervise and coordinate the activities of subordinate supervisors and employees.
 
Ability to establish and maintain effective working relationships with a variety of people and to coordinate a project between a diverse group of participants.

Ability to establish objective and direct long and short range plans for the accomplishment of stated goals.

Ability to deal with conflict situations in a judicious and tactful manner.
 
Ability to communicate effectively both orally and in writing, including public speaking and preparation of written reports and memoranda.

Ability to draft legal language for contracts and amendments.
