The Mission of Portland’s Bureau of Development Services is to promote safety, livability, and economic vitality through efficient and collaborative application of building and development codes.

 

THE POSITION:

The City of Portland's Bureau of Development Services is actively seeking a Geotechnical Engineer to join their Engineering Plan Review team. In this role, you will perform advanced professional project management, specialized engineering or developer/building plan reviews; serve as a project engineer on difficult, complex projects; apply advanced geotechnical engineering knowledge to the solution of design, maintenance, improvement and construction problems pertaining to the City's infrastructure and private development; may seal Engineering plans with manager authorization.

The current Geotechnical Engineer vacancy is in the in the Bureau of Development Services. The eligible list generated from this recruitment may also be used to fill future vacancies in Bureau of Development Service (BDS) and Bureau of Environmental Services (BES).

The Geotechnical Engineer in the Bureau of Development Services (BDS) works as part of the Engineering Plan Review Team. They are responsible for the review of proposed developments including construction plans, specifications and engineering calculations for structures, grading and other aspects for conformance with construction codes, regulations and engineering standards of practice. A significant portion of the work involves: reviewing complex civil and/or geotechnical engineering features of development including steep slope hazards; flood, earthquake and erosion hazards; deep foundations; retaining walls and excavation shoring.

The work also includes:

·         reviewing geotechnical engineering, engineering geology and site-specific seismic hazard reports;

·         performing reconnaissance level investigations of proposed development properties; and

·         analyzing site conditions and performing engineering calculations.

The BDS Geotechnical Engineer uses independent judgment, while also working collaboratively with architects, engineers, contractors, developers and citizens to resolve development issues, and assist in the development of policies, standards and codes related to the civil and/or geotechnical aspects of development. All Bureau of Development Services staff will also meet the Bureau's expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland's community.

To Qualify

The following minimum qualifications are required for this position:

1.     Knowledge of civil engineering theory, concepts, principles, practices, materials, construction techniques, current industry trends; City, State and Federal regulations and standards related to geotechnical engineering.

2.     Knowledge of principles of design, construction and maintenance of the geotechnical features of construction as they relate to present-day building codes and professional standards of practice.

3.     Knowledge of geotechnical principles and practices and soil mechanics applicable to earthquake engineering.

4.     Ability to review and interpret complex and technical plans, specifications, reports and calculations; perform difficult technical research;

5.     Ability to communicate scientific and technical matters, both orally and in writing, to non-technical individuals, including policy makers and the public; to engage in problem solving and conflict resolution; to represent the City; and to partner effectively with citizens, community groups and development professionals.
