Main Purpose Of Job

The main purpose of this position is to serve as an EEO Officer with the Office of Equal Opportunity. This position will be responsible for EEO issues within their specific geographic area of DPSCS. That includes investigating all complaints of discrimination, reviewing employment transactions to ensure EO in all selections, overseeing and providing EO training to staff and EO Designees in that region, making recommendations relating to disciplinary measure based on investigation findings, representing the Department at OAH, EEOC, MCCR and other court proceedings.

POSITION DUTIES

  • This position’s primary duty will be to investigate complaints of discrimination to include equal employment opportunity, Americans with Disabilities Act sexual harassment complaints and bullying complaints. Receive, investigate, and recommend corrective action to charging parties’ supervisor via the Executive Director and Deputy Director and facilitate the resolution of all EEO/ADA related complaints from outside agencies including the Equal Employment Opportunity Commission and the MD Commission on Civil Rights in their respective region.
  • This position will review the work of the EO Designees indirectly reporting to this position and make recommendations based on the applicable law and regulation Title VII discrimination.
  • This position will oversee and conduct EO Training in their respective region of DPSCS.  This position will support the Executive Director and Deputy Director, Office of Equal Opportunity, by serving as an EO Officer responsible for coordinating training by directing, planning, developing, implementing, and coordinating the training needs of the region with the EO Training Manager relating to equal opportunity, affirmative action, and sexual harassment. Duties will include the following:
    • Determine training needs of the region
    • Coordinate all training classes with facilities in the region
    • Ascertain and schedule use of suitable training site and training equipment, manage the preparation and organization of training materials.
    • Develop, schedule and conduct EEO training for regional staff
    • Assist EO Training Manager by coordinating outside resources to present training as required
    • Develop training programs and present regionally as requested
  • Alternative Dispute Resolution: Lead mediator in their respective area responsible for conducting mediation sessions with internal and external customers, as needed to facilitate the resolution of disputes (EO and other). Develop confidential action plans for resolving conflict and drafting mediation agreement reached by both parties. Develop goals and timeframes for continued resolution with follow-up to ensure success or for modification of action plan.
  • This position may oversee the completion of the Annual EO report and help develop AA initiative for DPSCS
  • Duties include:
  • Providing assistance and making recommendations to Executive Director and/or Deputy Director on issues and philosophies related to EEO/ADA.AA
  • Review and approve employment transactions assist in the development of policies and procedures regarding EEO/ADA/AA; participate on interview panels to ensure fair hiring practices
  • Review statistical data of Department’s workforce and employment practices and monitor recruitment and retention progress
  • Provide information and guidance to managers regarding EEO/ADA/AA laws and requirements for compliance and develop utilization analysis for facilities and institutions in each region to be used in hiring and promotion decision by the Department to achieve diversity initiatives
