Supervisor, Transmission Engineering

WFEC is a generation and transmission (G&T) cooperative that provides essential electric service to 21 member cooperatives, Altus Air Force Base, and other power users. These members are located primarily in Oklahoma and New Mexico, with some service territories extending into portions of Texas and Kansas. Now in its 76th year of operation, WFEC has six generating facilities, located at Mooreland, Anadarko and Hugo, OK, and Lovington, NM, with a total power capacity of more than 1,850 MW, including hydropower allocation and other contract power purchases. SUMMARY: Under the general supervision of the Manager, Transmission & Distribution Engineering, the incumbent supervises and coordinates the activities of the design and construction of transmission lines and substations. Also, the incumbent coordinates activities with the Chief Financial Officer Department, which include both Financial and Procurement Services as well as the Rural Utility Service (RUS) to assure that all construction projects comply with RUS guidelines relative to materials standards and loan fund availability as well as internal policies relative to Board authorization and reporting requirements.

SUPERVISORY RESPONSIBILITIES: Supervises Transmission Engineers (I, II, & III, Senior), Transmission Protection Engineers (I, II, & III, Senior), Transmission Project Coordinators (I, II, & III), Project Documents Coordinator, and Drafter(s).

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manages and coordinates the activities of internal Transmission Engineers, Transmission Protection Engineers, Transmission Project Coordinators, Project Documents Coordinators, Drafters, and outside consulting engineers in the design of transmission lines and substations. Makes recommendations on additions and modifications to the transmission and substation system. Works with marketing staff and the Customer Service & Training Coordinator on Co-op requests to ensure requests for proposal are responded to and requested projects status is communicated regularly. Effectively implements Policy 9-1 and other related Policies. Assigns projects to staff as appropriate to manage and complete according to timelines. Appropriately modifies timelines of existing and future projects in order to aid our Member Co-op's to gain new loads. Supports management and the Transmission & Distribution Services department with information and recommendations on the technical requirements of company projects and transmission system development. Provides input to the development of the Construction Work Plan relative to Transmission and Distribution Work Plans. Provides input to the department manager on projects to be included in the capital budget. Monitors and tracks ongoing project expenditures against projected project costs and budget objectives. Identifies, analyzes and reports on significant project or budget differences. Responsible for overall project management on transmission and distribution construction projects. Coordinates projects as required with RUS and ensures all approvals are received prior to work beginning. Ensures that ongoing projects expenditures are revised when appropriate per WFEC's current Project Procedures guidelines and contracts are closed out in a timely manner to reduce costs. Make presentations to the Capital Review Team, Board Committees, and the Board of Trustees as required. Ensures all required documentation for North American Electric Reliability Corporation (NERC) compliance relative to construction activities is maintained. Participates in the development and achievement of employee performance objectives. Monitors performance plan progress for each employee under his/her supervision and provides ongoing guidance and direction for employee development.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities and behaviors required of this position.

Education and Experience: Bachelor's degree in Electrical or Civil engineering and ten (10) years of engineering experience in the rural electric or electric utility industry. The incumbent is required to have or obtain an Oklahoma Professional Engineer (P.E.) license within three (3) years of hire date. Experience in project management including the planning, scheduling, coordination, and evaluation of construction projects in an electric utility environment is required. Experience in coordinating and supervising the activities of an engineering staff or project staff is required.

Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members. Ability to effectively present information to management, outside consultants, and/or member managers.

Mathematical Skills: Ability to apply engineering mathematical concepts reflecting the duties of an experienced and trained engineer.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills: To perform this job successfully, an individual should have knowledge of and experience using a personal computer, project management software, and Microsoft Office software.

CERTIFICATES, LICENSES, REGISTRATIONS: A current driver's license is required. The incumbent is required to have or obtain within three years of hire date, and maintain a Professional Engineer (PE) certification.

WORK SCHEDULE REQUIREMENTS: The incumbent must be willing to travel on short notice and work a variable work schedule.
