Finance and Administration Analyst

TITLE:    Finance and Administration Analyst, the Evidence Project

Until September 2018, with possibility of 2 year extension
 
POSITION SUMMARY:   The Population Council seeks a Finance and Administration Analyst to provide financial and operational support to the Evidence Project, a global USAID-funded initiative to generate evidence through high quality research to increase the effectiveness of family planning (FP)/reproductive health (RH) programming; synthesize and share existing and new evidence to accelerate scale-up of evidence-based FP/RH programming; and provide technical assistance for use of evidence to improve FP/RH programming worldwide. The Finance and Administration Analyst ensures smooth day-to-day project operations by providing administrative, financial, and logistical support for project activities, working closely with the Deputy Director for Administration (DDA), Population Council financial and administrative colleagues, other project staff, and partner organizations. The ideal candidate will have a strong background in USAID project administration, excellent organizational, budgeting and financial analysis skills, attention to detail, and experience working in developing countries.

RESPONSIBILITIES:  
  1. Responsible for budgets and management support for 60+ activities: Provide monthly review of general ledger expenditures for compliance, provide variance analysis of LOE and other expenditures against project and organizational budget, and update financial trackers.
  2. Provide quality and timely quarterly financial reports and analysis against tracker for submission to the donor, including accruals and pipeline assessments for multiple stakeholders, as requested by USAID.
  3. Collaborate with Principle Investigators, Activity Managers, and Office Managers to review budget proposals.
  4. Support the preparation of the Annual Budget Request and review organizational operations budget in collaboration with project and organizational stakeholders.
  5. Facilitate and execute the implementation of subawards in collaboration with Grants & Contracts Administrator: Collect and review subaward documentation for completeness and provide a recommendation for award, process obligations with Accounting and ensure timely submission and review of deliverables from partners, process subaward invoices in the Population Council ERP (Serenic) for grants management and accounting system, and track the submission of other required documentation (VAT reports, Annual Audits etc.)
  6. Support and facilitate Travel Expense Reports, approval tracking, and trip report submission for the project.
  7. Support project compliance by verifying DEC and DDL submission.
  8. Prepare and process for approval and payment: staffing and appointment requisitions, consultant appointments, expense reports, and vendor payments.
  9. Assist in processing equipment and supply purchases for Washington and project activities in country offices. Maintain inventory for USAID-funded equipment purchases.
  10. Provide oversight for project-funded travel to ensure compliance with Council and USAID travel policies and regulations.
  11. With the support of the DDA, develop guiding communications and Standard Operating Procedures for the project.
  12. Support systems for consistent filing, archiving and submission to USAID, as required, for project-related documents, including proposals and reports.
  13. Other duties as assigned by Deputy Director or Director.

QUALIFICATIONS:

  1. Bachelor’s degree required, Masters preferred, or a satisfactory combination of education and relevant work experience.
  2. Minimum of five years professional experience supporting administration of large, complex, international development initiatives, preferably in the public health sector.
  3. Minimum two years’ experience working on US government funded project required, USAID experience on a Cooperative Agreement highly preferred.
  4. Excellent English language oral and written communication skills, including demonstrated senior-level interpersonal and cross-cultural communication skills.
  5. Strong computer literacy, including Microsoft Outlook, Word, and PowerPoint, superior Excel skills required. Experience with Expensify, Serenic, and Microsoft Navigator a plus.
  6. Excellent administrative and organizational skills with keen attention to detail.
  7. Experience and high level of comfort with budgets and financial reporting.
  8. Familiarity with USAID policies and procedures strongly preferred.
  9. Demonstrated ability to work independently and under deadline, manage time efficiently, troubleshoot, prioritize, multi-task, and respond to rapidly changing priorities.
  10. Highly motivated, self-starter with ability to work effectively as a member of a multidisciplinary team.
  11. Experience working in developing country settings a plus.
  12. Willingness to travel internationally.
